He was born in İzmir in 1961, graduated from the Faculty of Veterinary Sciences at Uludağ University in 1986. He has earned his PhD in Human Anatomy from Leicester University in 1995. He served as the Chair of Anatomy Department of Meram Faculty of Medical Sciences of Selcuk University, Deputy Director of the Center for Experimental and Applied Medical Sciences. He became Associate Professor in 2000 and became full professor in 2006. He is serving as vice president of the Executive Committee of the Turkish Anatomy and Clinical Anatomy Society since 2002; and general Secretary of the Basic Medical Sciences Platform. Professor Şeker worked as the Founding Member of the Board of Trustees of the Istanbul Medipol University and Chief of Medical Education and IT Department of the Meram Faculty of Medical Sciences. He was appointed as the founding rector of the Konya University in December 2010. Professor Şeker is also a graduate of Public Administration Department. He is married and has three children.

He also holds the following positions as; the board member of Turkish Academy of Sciences, and also the board member of the Union of University Hospitals and as the official representative member in the Health Tourism Coordination Council of the Ministry of Health.
