Research fellow at the Russian Presidential Academy of National Economy and Public Administration (RANEPA Ivanovo branch). Specialist in public administration reforms, science advice, innovations and quality management. Published over 200 articles and several books with more than 50 co-authors worldwide. Developer of the Management Functional Assessment Model (MFAM) and the Effective Public Service (EPUS Framework). In 2006-2014 headed research centres in Ivanovo State Power University and Kazan Federal University. Initiator, curator, partner and fellow of various multi-country initiatives, activities and programs under the aegis of the UNDP, EU, CoE, EFQM, EIPA, NISPAcee, INGSA and other international institutions, universities, governmental agencies and NGOs. Since 2007 headed the Committee for Quality in Public Administration at the Russian Organisation for Quality; National correspondent of the EIPA CAF resource centre in Russia. Youth activist and changemaker. In 2010-2012 directed the Bid Committee “Ivanovo – European Youth Capital 2014, 2015”and brought Ivanovo Candidacy to the final of the European contest. In 2014 launched the Ivanovo Hub of the Global Shapers Community of the World Economic Forum. In 2014 elected a member of the Global Young Academy — the first from Russia. Was the delegate at the Global Forum on Youth Policies 2014 and the World Science Forum 2015. Based in Ivanovo, Russia.
