Dr. Shaukat  Hameed  Khan is currently serving as Coordinator General of COMSTECH (OIC Ministerial Standing Committee on Scientific and Technological Cooperation), with its HQ in Islamabad, Pakistan. COMSTECH has prepared the OIC Ten Year Plan of action in Science and Technology  which will be presented l at the forthcoming Summit of OIC Heads of State in Kazakhstan in Sept. 2017. 

Dr. Khan possesses over 3 decades of experience in research and development, academia, technical management, production, and policy planning at the highest levels in Pakistan.

He holds B.Sc and D.Phil degrees from Oxford University, (Rhodes Scholar), and is a fellow of the Pakistan Academy of Sciences.

He has been Chief Scientist and Director General at the Pakistan Atomic Energy Commission (PAEC), and Visiting Scientist at CERN, Geneva, where he helped design the lased based position monitoring system for the massive CMS System for which 40 systems were designed and fabricated in Pakistan. He started Pakistan’s laser programme, which has grown into the National Institute of Lasers and Optronics , with several hundred scientists and engineers. working on design, manufacture and applications of complete laser and optronics systems in research, teaching, agriculture and defence. He has also served as Rector of GIKI.

His strategy papers include tVision 2030 for Pakistan, 2007 and the National Industrial Policy 2011. He also served on the  President's Steering Committe for Higher Education.
