Prof. Victor Billeh has been an international expert in Education Systems and policies since he obtained a PhD in Science education from the university of Wisconsin, USA, in 1969. Throughout his career, he served at National, Regional, and International levels. 

At the National Level, he contributed to the establishment of Yarmouk University and Jordan University of Science and Technology (1976-1986). He was the founding president of the National Center for Human Resources Development (NCHRD) (1990), and the founding president of the American University of Madaba (AUM) (2006-2011). 

At the Regional Level, he contribted to the establishment of the Science and Mathematics Education Center (SMEC) at the AUB and served as its Director (1975/1976). He also srved as the Director of UNESCO's  Regional Office for Education in the Arab States (1998-2005).

At the International Level, He served at the World Bank in Washington, DC, as an Educator in East Asia Education Division , focussing on the rehab. of Chinese Universities in the PRC (China) (1981-1984), and continued after that as an international consultant for th World Bank and other international and regional organizations. Prof. Billeh has several international publications and technical reports, and supervised more than 40 nMasters and PhD theses.

He was awarded the Medal of Independance of First Order by Jordan's Late King Hussein (1998) , and the Medal of the Cedars, Rank of Lieutenant from the Lebanese President (2005).
