Rector of Universidad del Valle de Guatemala (UVG) since 2001. Minister and Vice-Minister of Education of Guatemala and President of the National Committee on Literacy (1996-2000). Has been a consultant for UNESCO, USAID, the UNDP and the World Bank. Has served in several boards and organizations, including the Guatemalan Council on Science and Technology, the Asociación de Investigación y Estudios Sociales, the Guatemalan Commission on Educational Reform, the Special Commission of the College Board for Puerto Rico and Latin America, the Executive Board of the Centers of Excellence for Teacher Training in Central America, and the Central American Commission of the Program for the Revitalization of Education in Latin America and the Caribbean, PREAL. He was recently appointed to the Governing Board of the Unesco International Institute for Higher Education in Latin America and the Caribbean. He received the “Orden Nacional Francisco Marroquín”, the highest award granted to educators in Guatemala. Writes a weekly column in “El Periódico”. He graduated from UVG and took graduate courses in curriculum and instruction at Michigan State University. As a Fulbright Scholar, he obtained a MA in International Educational Administration and Policy Analysis and an Educational Specialist Degree (EdS) in Evaluation from Stanford University and participated in the Institute for Management and Leadership in Education at Harvard University.
