Dianna S Blair is the Senior Manager for the Global Nuclear Security and Nonproliferation Group within Sandia’s Global Security and Cooperation Center at Sandia National Laboratories. This Group performs research, analysis, and evaluation of technologies, capacity building, and global engagements in support of the US government’s national security imperative of ensuring global nuclear material in regulatory control remains accounted for and secure. The Group advances efforts in nuclear verification measures, physical security, and engagements and collaborations with foreign partners.

Dianna has over 30 years of experience at Sandia with a broad technical background ranging from basic research in surface physics, analytical chemistry, environmental and process sensors, nuclear materials processing, systems analysis, and verification technologies and measures. She provided technical support as a member of the US delegation to the US/RF negotiations on the Plutonium Management and Disposition Agreement Monitoring and inspection obligations and was SNL program lead and transparency monitor for the US/RF bilateral HEU Purchase Agreement Transparency Program. Her technical work was recognized by the Sandia in 2006 when she was promoted to Distinguished Member of Technical Staff. She has a PhD in Chemical Engineering from the University of Washington, over 50 scientific publications and 5 US patents.
